I have a young chihuahua female dog. And my family and I are thinking about gettting her a stud , so she can have puppies. Problem is we don’t know old she has to be.
There are MORE THAN ENOUGH dogs and cats in this world. You really need to think about getting her spayed. That is the best thing for her and the family. If you want to do anything, perhaps get her a friend from the animal shelter that will be fixed and just enjoy the dogs for being dogs.
Please, please get her fixed.

They can only have good expensive pups after they are spayed.

This goes for BOTH dogs
No younger than two
The proper genetic testing
Registered with the same breed club
They need to be titled in SOMETHING Conformation agility anything just SOMETHING to show they are good examples of their breed. Conformation preferably.
You need a breed mentor to teach you all you need to know
You also need a REALLY good job. Breeding is expensive.
Both dogs should be at LEAST 4lbs and no more than 6.
